I was interested in the way that Lenin talks about terror in the Concept of the Revolutionary Party. Is it similar to modern notions of terrorism? No one thinks of themselves as a terrorist, but Lenin is emphatic in not ruling out the possibility of using terror as a tactic: “In principle we have never rejected, and cannot reject, terror… terror, at the present time, is by no means suggested as an operation for an army in the field… but as an independent form of occasional attack unrelated to any army” (292). He then goes on to say that the Russian Communists are too weak to use terror. However, modern “terrorism” is often used who feel they have no other means to make themselves heard. So is Lenin being a politician, a terrorist, or both here?
